tailgate woes and "glass"?

Hello,

My 83 has minor rust on the tailgate but it has finally gone through the sheet metal. :(

I couple of body shops recommended that they cut out the rest and fill it in with some sort of "glass" which they claim is stronger than bondo and is perfect since the surface area is only a few inches.

My only concern is that the rust is right underneath the sparetire carrier bumper and whether or not the "glass" will hold up....
But it is waaaay cheaper than cutting and rewelding...
