I think we really need more options than just city or rural. A third category for those somewhere in between.
Take my situation as an example, Kiama is a coastal town. I commute on a mix of open roads to urban type roads 30km each way to my place of employment and while I encounter my share of road abouts, school zones and stop lights it's certainly not stop/start city traffic either.
The nearest large city (Wollongong) is within the 100km specified but no-way am I saying I'm a city dweller. When I go on Holidays or for a pleasure drive I'm more likely to head south or west and into more rural areas than into Sydney yet I might go there once every month or so.
For now I'm just not voting.
