I was mistaken, the inline pump is good.. but the in-tank pump is bad. I blew in the hose and heard the tank gurgle, so it's not clogged, but not pumping. I am replacing it tomorrow after work. I read that someone had a similar problem caused by corrosion and bad connection in the wiring. If the pump doesn't fix the problem then I will make sure the wires aren't corroded or grounding out somewhere.
Other than that, I can only think to replace the ignition module.
