The fuel gauge is not moving from 'empty'. Any ideas?

You have a few possibilities here,
1) rusted sender unit
2) bad/no connection at the sender unit.
3) 5 volt regulator stuffed, but this would cause other faults as well.
4) No fuel :priest:
You forgot one:

5) your float leaks and is full of fuel.

This is a $7 (US) part and can be fixed at a local shop for about $30-40.

I had the same problem in my 67.

You can check to see if the guage is OK by grounding the sender wire & see if the guage pegs to full.Don't hold it there too long or you could damage the guage. If it does, your problem lies with the sender unit or wiring as suggested.
If the other guages are working, the Constant Voltage Regulator should be OK.

All my guages don't work properly, and didn't when i got the car. The Fuel guage only reads to 1/2, ampmeter, oil pressure and temp all don't work. Would that be the voltage reg?

If you have a problem with all of your gauges I would suggest checking all of your wiring. You could have corroded connections or just bad bad wiring. Not to undermind anyone elses input, but since you say all of your gaiges are bad, check that first.
