I've come across a LOT of cars in the last couple of years that have come out of the factory with LESS freon than what they should have in the system, causing problems like the ones you describe: takes too long to cool down the cabin, don't get cold on really hot days, can't go below a certain temperature, etc. The cars did not have any leaks when tested and after re-gassing them with the correct amount we've had no come backs. Also, the problem seems to be global because there were cars made locally and imported as well.
My advice to you is take it to the dealer that sold it to you, tell them to pull the gas out of the system in front of you or give you a print out of how much they pulled out, if it is below specs they have an obligation to re-fill it with the correct amount. Down here, Ford pays for each one of these repairs without dramas, provided you didn't create a leak by having an accident or damaged some component going off road and things like that.
