that's the cruise control cable. If it keeps coming off , it'll be because the clip at the end of it (that you're holding in your hand in the 2nd pic) is worn or broken. You can replace the end bit or buy a whole new cable, but short of wrapping a zip tie or wire around it (which I don't recommend as a long term thing) I can't see another way of securing it. cheers
