I haven't run into "sluggisH" on mine. I keep having trouble with the dash switch.
Anyway, it sounds like weither a weak motor or a maybe a bad ground. Testing the motor is a pain but fairly straightforward. Crawl into the back and take all the screws out of the inside tailgate access panel. Look for the motor wires in the center. They wrap down and around to keep out of the way of the glass. About a foot away from the motor you should be able to find the plug. Unplug it and get a "jumpbox" or a spare car battery. Something with 12 volts. Use or make two small jumper wires. A pair of battery jumper cables with something small in each clamp works. Carefully contact both terminals inside the connector. Your window should roll down or attempt to roll up. Reverse the wires (positive and negative jumpers) to get the opposite action. Don't roll it all the way down, just enough to if it's working. If not then it is the motor. If it works fine then I'd look at the wiring and connectors. See if the window is getting a a full 12 volts AND a good ground.
