There isn't really a police package for the Grand Marquis since they aren't normally used for police work. However, the Crown Vic and Grand Marquis are the same car, so all the parts would swap over if you wanted to grab goodies off of a junkyard P71 (or just bring your toolbox with you to the parking lot of your local donut shop).
The other option is to hunt down a Grand Marquis with the HPP (Handling and Performance Package) option. The suspension isn't quite as stiff as a P71, but better than a regular Grand Marquis. Dual exhaust is standard on HPPs as far as I know, and they probably get the 3.27 rear axle ratio. Otherwise you'll most likely get the 2.73 rear end, which by comparison really doesn't cut it.
