86 mustang overheating problem

I have a 1986 ford mustang v6 that all of the sudden has started overheating. I have replaced the radiator cap, all hoses, thermostat, radiator, and bypassed the heater coil.
The water pump is pushing water out of the top of the engine back to the radiator when we remove the return radiator hose. The system will only take about 8 quarts of water and is designed to hold twelve with the heater coil? is it possible the engine block, is blocked when it has been running fine and a closed system w/out any problems? There is no water in the oil so I do not believe there is a head gasket issue?

Extremely frustrated and would appreciate any help or suggestions.
