The police springs are really not much worse comfort-wise than civilian springs. They're a bit firmer, but not unpleasantly so. It'll certainly benefit your handling (more so if you accompany the springs with upgraded shock absorbers and stabilizer bars. In any event, if you're worried about the car riding like a dump truck after changing springs, it's really not that bad. Firm? Yes. Harsh? No.
Ride height should stay the same either way, though do keep in mind that if your original springs are sagged out, the new ones will make it sit higher, and they'll be a bit higher for awhile anyway until the new springs develop a "set", at which point the car will sit at normal stock ride height.
