Did you read the owners manual? Familiarize yourself with how it's supposed to work. Here's the procedure:
You need to put the transmission in NEUTRAL and hold your foot on the brake. Then, select 4 LOW, and give it a couple seconds for the servo to shift the transfer case into low range.
If that doesn't work, then there's a fuse or a relay that's bad, or the servo motor itself needs replacing.
