I Sep, '98, I ordered a '99 E-350 w/7.3 diesel and a conversion package w/hi-top. It gets 13 mpg and didn't get that until I Superchiped it; it only got 11 ~ 12 initially. Towing a 9k TT, it gets ~7 mpg. With diesel almost $1.00 more per gallon, gas engines would be your best bet.
