Distributor bottoming out

Hello all this is my first post. I am running a 351W in my boat.
I recently had to rplace the fuel pump eccentric and at the same time replaced the timing gears, The chain was very loose.

To make a long story short. I need a few questions answered.
1) does the oil pump shaft normally come out when you pull the distributor, how is it attached, with a clip or does it just slide in? It only came out on me once, but I'd like to know.

2) When I reinstalled my distributor it is now bottoming out when I tighten it down. I never needed a washer on the dist. before but now it requires one, for when I tighten it down as the motor is running it causes it to run terrible and as soon as I give it gas it dies.

Now I just back the distributor bolt off a bit and it runs fine. But I dont think adding a washer is solving the problem, or is it? But why would the specs change?
