I'd verify that the polarity is correct on the starter, as he mentioned that he did install the wires but you didn't verify the work. That would probably explain the electrical drain when you turn the vehicle to 'run'. I'd go over everything top to bottom and make sure the battery is at the correct charge level and the alternator is wired properly as well. It's one thing to check for continuity, but making sure it's correctly installed is what matters.
