frown Turn signal control (arm) partially locked

Hello:

Ford Taurus 2005.

First, the "Service engine soon" indicator light was on steady, indicating that the On Board Diagnostic System had detected a malfunction. This is what had happened:

Sometimes (mostly), my turn signal control (arm) can't be moved up (right turn signal). This happens mostly when I have moved the control (arm) down first.

If I move the control (arm) forward (brights), I can always move it up.

Would anyone know what have happened, and how I might be able to fix it?
