The fuel filter on a 2003 Expedition is on the drivers side in the middle of the rear door between the fuel cell and the frame rail. 12 inch long plastic shield,that is attached to the fuel cell, pop it off and squeeze the blue clips with a drain pan at hand. No tools required.Probably the easiest fuel filter you will ever change.
