98 F250 rear air suspension issue - need help

I have a 98 F20 - it has an air suspension system that keeps the rear of the truck level - it's constantly running as one or both bags will deflate. Once the engine is shut off, one or both sides will completely lower. I replaced the bags in 2002. I'm assuming they need to be replaced again. I called a couple dealers and the bags are over $400 each to replace. Does anyone know of a better solution or after market product? I cant believe that I need to replace these bags again - could it be a different problem? I don't use the truck to tow - can the system be replaced with heavier shocks & springs?
