Coolant Bypass ??

I just bought a 96 Taurus that has blown the lid on two coolant bottles. The heater core was full of rust and the 2nd time it blew a bottle, it looked like a big chunk of rust had broke loose and got in the way. Anyway, I've flushed the engine with tons of water 3 times and with chemicals twice. It now looks OK but I'm not crossing my fingers. I had my mechanic look this up and there's a TSB about this problem titled something like "Coolant Flow Imbalance between Bank1 and Bank 2." The TSB suggests to:
1. do a chemical flush
2. replace water pump
3. install bypass coolant kit.

My questions are:
1. is the water pump something new? The AZ water pump is the same thing.
2. Does anyone know what this bypass kit is? I can't find it anywhere. The part # is F7DZ-8522-AB

I also have 98 Taurus and have had no problems.
