'06 Navigator Nav System Update & 'Voice' Question

I've got an '06 Navigator that was apparently one of the last ones to come off of the line. It has a 'Voice' button on the steering wheel, which when pressed just displays 'Voice Recognition No Included' on the nav display. This feature is not shown at all in the '06 manual, but I've been told that it was a feature that was put into the '07 Navigators.

Can anyone shed some light on this for me? Will this work for hands-free bluetooth? It appears as though there are mics for the bluetooth on the top of the rearview mirror and beside the steering wheel.

Also, is it possible to update the software on the nav unit? I'm thinking this might be the issue. It looks like I've got the hardware necessary, but the software doesn't support it. Here's the software info:

Software version: 05.20
Database version: US V00.04.06

I guess while I'm on this topic, does anyone know where I can find the latest North American version of the Navteq maps for the Navigator? The truck came with version 4D - which is missing a pile of roads and such in my city.
