CK351 I can't keep up with your project, I thought you were going the stroked 351, that would put out around 400-450HP.
I don't know what a stock 460 HP would be exactly but would be somewhere between 350-400HP, with a cam, worked heads and a solid bottom end you should get 500HP easily, remember Torque is more important for quick street times than HP, "HP sells engines torque wins races".
1/4 times for a stock 460, my guess would be around the 13-14 secs with the setup you mentioned. with 500HP engine, 12's
I still think you should go the 351, less hassles with engineers certificates and easy to fit in, also more parts are available, and less fuel. If you go the 460 I'd make it an LPG only engine, the cost of petrol would be huge!!!
