i am a mechanice for a crappy cab company that uses strickly crown vics
at the moment 6 cars are not running
one of them is this one
it came in overheating
i checked the cooling fan fuses and relays
they were both bad

There has to be something wrong with the fan. The ones I replaced worked right away. Where did you get the Fan? I'd take it back and get a replacement.

We've had them do that when they get older. Not real old but it happens.

It's known for those connector terminals to develop high resistance, so that's probably why your used one burned. Always make sure the contacts are shiny & smooth.
