04 Grand Marquis with about 50k miles on it. cruise control does not work, the fuses are good, power to the cruise control module but does not work when i try cruise control. bad contol module or what could it be??

Have you checked the stop light switch? I don't recall without a diagram but I think there are 2 switches on the pedal. The one with the green/green red wires should not be connected across and the one with green white/green yellow should be connected. This is without the brake pedal being pushed. You could try driving it, pull up on the brake pedal with your foot while trying the cruise. That will see if there's a bind oranother problem there.
