1997 Mercury GM

I live in a county that has nothing better to do than give you a ticket for a license plate light when they have nothing better to do; Luckily i didnt get one; but i was told to fix it; I changed my bulbs but the lens' are dirty on the inside; how do I remove the license plate light bulb lens' without breaking them so I can clean them?
