2002 Police Interceptor Problem

I have a 2002 CV Police Interceptor. The problem I am having is with the headlights, they won't turn on. I have parking lights, but no headlights. Also, when I pull the lever on the steering wheel back I have high beams... BUT When I lock the lever forward for permanent high beams, It doesn;t work(No high beams). I checked the fuses, I replaced the switch... What other things could be the problem.

Note: When I took the car to the dealership, they said it was the switch... But I replaced the switch with a brand new one and still not working.

Please help!

Which switch did you replace? The one on the dashboard or the one on the steering column?

The dashboard headlight switch (Entire part)

Apparently it is the switch on the steering column. These usually go before the ones on the dashboard, because they get more use than the others

Try replacing the Lighting Control Module. It controls all the lights in your car. Sounds like yours broke.

chances are you need to hook the high beam wire back up under the hood. the wire is cut to put the headlight flasher box in for the cops. when they take it out they just leave the wire cut. I think its a blue wire on the passenger side. it will be in a cluster of taped up wires no doubt.
