confused 2004 Crown vic police inerceptor, Manifold leaks?

Boy, this has been interesting, since i've only owned the car for about 3 months now...... First, I had posted a thread about an intermittant stalling when wet, including the instrument cluster going crazy.( no Responses). Now the car has developed a high-idle, and I can hear a air hissing sound from the passenger side of the motor when cold. It's idling around 1200 rpm. I've taken off the idle air valve, it seems to move freely. If I unplug it during idle, the car stalls. The pcv valve is not sticking, no hoses at the top of engine are split. Is there any hoses running down the side of the motor that are not apparent? I've been able to restrict the bypass tube supplying air to the AIC, which corrects the problem, but when I put it in drive + the air conditioner on, the engine idles so low that the oil pressure light comes on. I still suspect the idle air control valve to be defective, but don't want to go out and buy one, since they are expensive. Can there be anything else like a manifold leak, or something that would give the drivetrain control unit a signal to idle high? Please help! Any info would be greatly appreciated! THX!
