2004 CVPI Power Steering Issue

I have a 2004 Crown Vic Police Interceptor that has sat for the past three months. Now the power steering is not working. Power steering fluid levels are fine. Unsure of whether or not the pump is working okay. Any tips/suggestions?

Hard to say what it could be without some pressure checks. Could be the pump or rack. Setting around doesn't usually bother the system.
