I tried searching but the keywords are way too common to get any results.. Anyway, ever hour or so of driving the car will have a "moment." It will run on a fast idle out of nowhere and at the same time makes a howling sound. I remember a couple years ago trying to trace it down and it sounded like it was coming from the airbox area. A simple tap of the accelerator will clear it up, the idle will instantly drop back down to a normal idle speed and the howling goes away.

Any idea on what would cause that?

Possibly the ICS.

I called NAPA just now to get the price of a new ICS and the guy quoted me $106.00. How would I go about testing it to see if it is the culprit?

Advance sells Ford IACs in Wells boxes at ~1/2 Ford's price. Look for the Ford PN pin-printed in the aluminum. Does your IAC hose have a resonator?
