I have a 95
grand marquis with 76,000 miles. When fully stopped and making a left turn the steering wheel seem to bind and needs to manually started for it to straighen out. it feels like it would continue in a full circle without moving the wheel. Have had upper ball joints,idler arm, pitman arm and sway bar links and bushing replaced.(plus an alignment) The problem is intermitent. car tracks and steers fine at road speed.
Have you checked the level of your power steering fluid? Failing that, is the belt tight, and are you sure (assuming power steering pump is full) the pump is good & strong?
Like the transmission fluid, power steering fluid shouldn't be over or under-filled.

I replaced the steering gear and that finally solved the problem. al
