96 P71 Window Problem

I have a 96 Crown Vic (Police Version) and have 3 out of 4 power windows not working. I bought it used like this. I don't know if they are somehow disconnected or if they failed on their own.
The sound they make indicated that the gears and motors are fine. They all run for a few seconds in both up/down switch positions.
Does this mean the regulators are bad? If so, how do I replace them?

Turned out all three had regulator problems. Easy fix after the rivets are drilled out. I did find one wire cut in the driver's switch panel that disabled the rear window stitches. I reconnected it and have power to both rear window switches now.
