Advice on Fuel Pump Replacement

I recently acquired a 98 Grand Marquis LS that has been sitting in a garage for a few years. Former owner said car wouldn't start so they gave up and left it. I believe I have discovered that the fuel pump is not working. I don't hear it hum when key is turned. The relay seems ok as well as the fuse and checked the inertia switch in trunk. I am the furthest thing from a mechanic but can manage quite well with assistance. I don't have any fancy tools so I utilize old school tests like....I took the fuel filter off and then turned the key and no gas came out.

Is replacing the pump myself way too difficult for a novice?
Is there special fuel line tools I will need?
Local mechanic wanted 200 in labor even if I supplied the pump and sending unit.

Please help with any advice on whether I should tackle this myself.

I believe you will need special tools to disconnect the fuel lines. I have found that the inexpensive plastic ones work just fine; around $5 at most auto parts stores. Don't forget to use jack stands or a positive support, not just a jack, when under your car.
