Blower Blows only on high

I have the AC/Heater blower on my 1996 Crown Victoria only works on 3 (high). Low and Medium speeds do not work. The temperature control works fine. I have seen some of the postings where they think it is the blower motor resistor. My question is could it be the blower motor itself? I had this problem on a 1993 Jeep Cherokee and it was the blower motor. Any experience on this would be appreciated.

It's almost defininatly the resistor. It's located under the hood on the passengers side of the firewall. You'll more than likely find the connector plug burnt too. The engine side of the evaporator housing.

rtg is right. If the blower works on high speed, then the problem isn't the blower. It's either the switch or the resistor--and it's almost always the resistor.

The resistor sits in the air duct so the air passing over it can cool it. Moisture in the air hits the hot components and they either rust or fail. Very common failure point in all vehicles.

Is it possible to change out the resistors to different values? The #2 setting on my '00 CV is too slow and the #3 is too high (noisy).

That would be great I have a 2000 and it's the same way. All the CVs are that way except for the Automatic systems.

Just a follow up. It was a bad blower resistor and a burnt connector plug. You guys were right on the money. I bought a new resistor from Autozone $30.00 and had to find a connector plug at the junkyard. I checked every auto parts store and the internet but could not find a new connector plug. The Ford dealer said he had a catalog that we could go through and look at pictures to try and find a match. They ranged in price from $28.00 up to $100.00 so I just got one at the junk yard for $10.00. Thanks a lot for the answers guys. They are very much appreciated.
