1.) How difficult is it to replace the front bumper (both removing the broken one & putting on the new)?

2.) I've looked on eBay but don't have a clue as to exactly what it is I need. Would a "front bumper cover" include the lower part? Mine was hanging down & dragging, so today my Dad cut it off. Prior attempts to duct tape it back in place as a temporary fix failed & once the piece was actually off it was obvious that the previous owner had tried to patch it together (very shoddy looking work) at least once before. Pic below to show area I'm referring to, though the quality stinks since it's so dark outside right now (sorry).

Go on ebay under grand marquis bumper cover you will find what you need this covers the lower area. They are usually under $100.

p.s you might want to contact a body shop as it will have to be painted anyway. I would think it would be about 1 hr to remove old one and the same to install new.
