Crown Vic fuel pump problem

I bought a 97 crown vic police interceptor to fix up and sell. The car doesn't run. I figured out it is not getting fuel. It has DTC's P0230(fuel pump primary circuit) P0231(fuel pump secondary circuit low) P0232(fuel pump secondary circuit high) The guy i bought it from said his roommate replaced the fuel pump thinking that would fix it but it didnt solve the problem. Now when i looked at it it looks like the guy sure did a hack job on the wiring from the pump to the connector so that might be part of my problem. When i turn the key to the on position im not hearing any noise coming from the fuel pump. Ive tested the fuse and relay and the inertia switch which are fine. I also back probed the connector going to the fuel pump to see if it is getting 12 volts but am only getting 6.5 volts so theres gotta be some kind of resistance somewhere in the circuit. If anyone has any ideas they will be greatly appreciated.

I'd check the power all the way back to the relay to see where it's losing currant. Also check the whole circuit. Here's the diagram for the circuit.
