I purchased a 1997 Crown Victoria ex-police car 2 weeks ago, last Friday
night I was driving after dark when my headlights started flickering on
and off in particular sequence. I have checked it out since then and have
determined that the parking light circuit is O.K. I also can hold the directional
lever back in the "flash" position with the parking lights on and headlights
come on and stay on. When I turn the switch to the running light position,
with either the high or low beams on the lights start flickering on and off
and there is a considerable draw on the alternator, (my taillights dim). I
also can hear the 18 amp circuit breaker "popping" on and off. What might
my problem be? Does anyone have any suggestions on to test the light
switch and the dimmer to see if these are the problem?

I currently drive a 2000 crown vic police interceptor for my department. I have had the exact same problem as you. The city shop has replaced the on off switch the relay and few other parts but the problem still exists. Have you had any luck finding out the problem?

I would look first at the turn signal switch,cause there's alot of duty that thing has to performe...turn signals,dimmer,wipers.
