I have a 1999 Mercury grand marquis and I cant figure out how to enable air recycle. Don't want air from outside to come in when using A/C

When you turn the control to Max A/C, it goes to Recirulation.

Is it the same for heat?

It only works if you turn the control to that position. You could turn the center knob to the warmest setting and it will be warmer but only flow through the dash vents.
