I restored a '70 Spoiler with 429CJ in 1995. The color for the '70 429 is "Ford Corporate Blue", which is the darker blue color. The lighter ford blue is for the older big block "fe" series and early '60s engines. If you have the ram air option, the air cleaner base and filter element lid are blue, but the ram air top and flapper valve are semi-gloss black.
The firewall, inner and outer sides of fender aprons, shock towers, and radiator core support are painted semi-gloss black. The underside of the hood is painted body color. You can discover the color of the under floor pan and chassis by cleaning and scrubbing off the years of road grime. Mostly it should be painted a factory primer with some overspray from painting the body color. Any sound deadening material would have been oversprayed with the body color.
My Cyclone was the competition orange (kinda like pumpkin orange) with white interior. What is your color combo?
Wish I still had mine, sold it a few years back in Hawaii.
