I am having problems with the key ignition on my 1997 p71 crown vic. 1 out of two 2 times the car wont start because the starter dosn't engage. I think its because the steering wheel lock is malfunctioning.

I need to either replace the ignition with a toggle switch or how to bypass the steering wheel lock.

does the starter make any noise at all? I had a 95 LX that I would turn the key and a low click would come off it but I would repeat it and the 3rd time it would turn over.

i would check connections. could be loose wire on the starter or at the battery cable connectors.
