Similar to the taxi/police interceptor models? I'd say your best/cheapest route is to find someone who builds 4x4 bumpers near you and tell him/her what you want. They have the pipe benders and experience to fab up something that'll do exactly what you want- and no one else will have something like it.
Go to www.galls.com, they are a police,fire,medical supplier. they also sell to private citizens as long as you do not get things that ID you as one of these people without proper authorization
With all the old police cars out there I had thought getting a used one might be a little easier.
I just know there is some toothless guy in a junkyard just sittin on a whole bunch of them.

Hey! I'm not toothless I think I might still have a 02 out there. I got a few trying to fit them to my 87, they just didn't fit right. I also make them, I have a nice size shop here and welding in highschool. If your interested.
Go to eBay and look up "push bumper". There is always at least 2 up there for the Crown Victoria. They are the Code 3/Lectric Lites bumpers. Prices are usually good, but the shipping is usually around the $20-$30 range because of the weight.
Try MHQ Marlborough MA, they are major supplier of police cars for new england and proably can send you in right direction. since most depts turn in old cruisers with most equipment on them..
