I replaced my water pump, thermostat, and radiator.
I have also by-passed the heater core as its leaking and I get steam on the windshield and smell in cab.
My question is:
When I start the car now its a little hesitant to start but does start. It is letting out white smoke; (or steam) from the exhaust pipe. There is also water coming out of the tailpipe as well.
Do I need new head gaskets? Or what?

A block test will tell you if head gasket/s leaking .

Sounds like a head gasket. How does your oil look on the dip stick? I wouldnt drive it or run it untill you know for sure you will blow the motor!
