i just got off the phone with a DEALERSHIP and they were no help.

If by removing the front bumper you mean the plastic front valance on a crown vic this is how it is done. 1. remove corner lights by undoing screw on face and bolt on inside. 2. remove bolts in fender that were hidden by the light you will see them when you look down. 3. remove bolts on lower braces these are on bottom corners. 4. pull out the plugs that hold the valance to the brace these are in front of tire probably black. 4. remove bolts from 2 braces on the front bottom lay on youre back and look up from the front. 5. now that all the bolts are removed push down on the center front and pull at the same time it should pop right out.

p.s. when you pull the black grommets out they will probably be junk. if you want you can just replace them with a small bolt and washer save some $$.
