Starting problem

I did get it started by jumpering the starter with a remote starter switch, however the ABS light stays lit and the brakes are engaged and will not release. I've also replaced the ignition switch. I read in an earlier post that a repair to the harness on the passenger side was made but I don't know where to look.
I own a 1993 Mercury Grand Marquis 4.6L w/ 134,000 miles on it. I cannot figure out why it will not start. I turn the key, nothing. Not even a noise. I have replaced the neutral safety switch on the trans and the starter. There is power going to the starter when the key is turned and "jumpering" the two poles on the starter. Any ideas?
