Is this a problem? I have own a vehicle with traction control in the past (it was an '03 Honda Odyssey). It was completely normal for the traction control to always be on. You had to hit a button to turn it off, but it was recommended to be on.
I'm guessing your Crown Vic with this feature is of similar design - it stays on unless you press a button. Wouldn't mind betting Ford also recommends that the system be left on in most scenarios.
If you're trying to say that the system doesn't turn off when a button is pressed, then you could have something as simple as a faulty switch.
