Well my 99 P71's trans is making well almost a vibrating noise around when OD kicks in and hesitates shifts occasionally, producing jerky movements and noises. I'm thinking the fluid just needs changed and replace the filter should take care of most of it, my mom's 95 Buick Roadmaster was hesitating to shift and they replaced the filter and fluid and fixed it all.

If it's a shudder type feeling then I would say the transmission.
(feels like you are driving over the lane marker bumps)
The Ford manuals address that.
I don't think the trans has a filter? Any way, get the engine checked. I found out a malfunctioning engine can cause the tranny to act funny on most fords 95 and up due to the electronic trans. The motors brain controls the tranny instead of all hydraulics, if the motor skips a beat, the trans skips a gear......
The Tranny does have a filter. Put some transmission cleaner in it first and then change the fluid and filter. It should correct the problem. If this does not fix it, then check the other stuff.
Where is the filter? I never seen them except on P71s with transcooler. Does the triton V10 EAOD have a filter? I know, off topic and differnt engine for a truck, but not sure.
