'88 F-150 5.0L 4X4 - EGR not getting any Vacuum

The EGR valve on my F-150 is not getting any vacuum from the EGR Vacuum Regulator (EVR) solenoid. In test mode, I get the proper voltages at the EVR connector when it is disconnected from the EVR, but as soon as I attach the connector, the voltage drops from 13.5 to 0.0 volts (measured with a DVM) and, of course, no vacuum is applied to the EGR valve. I get the same results with engine running. I replaced the EVR with a new one, but the same problem exists. I tested the EGR valve using a seperate vacuum pump and it is working fine. I tested the wiring from the ECU to the EVR and didn't find any shorts/opens. I also tested for any vacuum leaks but didn't find any. I would appreciate any suggestions as to what to do next. TIA for your help.

I'm not certain if the system's are the same, but I had the same problem with my 92 Ranger. It turned out that the small filter located in the bottom of the EVG was clogged. It's not reccomended to open this item, but I did. Cleaned it out and problem was corrected. I hope this help's.
