98 F150 doesn't like to go fully into Park

The patient: 98 F150, 4WD, Automatic w/ Overdrive. Symptoms: The truck does allow you to put the gear selector into Park, turn off the ignition and remove the key but sometimes the truck isn't fully in Park and will roll if you let your foot off the brake. When the truck rolls you can hear some faint clicking (presumably from the transmission) as though it isn't fully engaged in any gear. When starting the truck it is sometimes necessary to hold the gear selector over hard to the left (while in Park) so that the ignition switch will turn forward and allow you to start the truck. At the moment I suspect a mechanism within the steering column but not sure what it would be or what it would be called. Occasionally the red gear position indicator slides into Drive after the truck has been put into Drive. That is to say, the gear position indicator moves but it seems to move slower than the gear selector does as though it were 'floating' over into position. Any suggestions or advice are very welcome.

Does it seem to have a lot of movement in any gear position? I've seen the bolts at the base of the shift lever, near the brake pedal, come loose.
