Engine not reaching full operating temperature

I have a 1995 F-150 with 202,000 miles (i6), it runs great in every way except now that the weather is cooling, my engine temperature gauge never gets into the "normal" range. The heater heats, but not adequately. I live in the deep south, if I lived anywhere up north I would have a problem!

Anyway, I suspect someone in the truck's past has maybe put the wrong thermostat in it? but I don't seem to remember this problem last year.

Any other things I should look into before I assume it is the thermostat?

Now my radiator appears to be leaking.

I would assume this is coincidental since an always-open thermostat would make the cooling system pressures lower than normal?
