there are several possabilities. It could be the fuel switch in the dash or the unit on the frame rail or a short in that loop somewhere. If you have a multi-meter you can start checking the things that are connected. It is just a game of chase. I just finnished chasing a no spark problem that I posted a little while back and it was a rotton wire that took more than 2 hours to find. Just start at one point and work your way through!
