Track Arm Mount on '74 F-100 4x4

I have a '74 F-100 4x4 with a Dana 44 front axle. It is manual steering. The question that I have is or should the large bolt on the axle side of the track bar be welded to the bracket on the axle or should it be loose. There is tack welds on the head of the bolt to the bracket, but with it loose there is a lot (1/4") minimum of play in the steering.
