E350 HD rear suspension question

Hi everyone.
I got a e350 shuttle bus. Took out chair lift and seats put a floating floor I. Now I think the rear leaf springs are bad( so I was told ). The spring is all most flat. The driver side spring is sitting on the caliper I thought the shocks are bad any thoughts. I put some pic up. Also the bracket that holds the rear shock to the Axel the passenger side looks normal the driver side looks pushed down like the Axel is twisted please help. Thinking of putting in air helper bags in. :confused::confused:

Really hard to tell from the pic but something doesn't look good. No it should not be hitting the caliper bolt. Why is hard to tell

Thanks will get better pic of it. When looking from the in side the leaf spring is vertuly flat no broken brackets or u bolt. If you look down the rear Axel the passenger side looks OK the driver side looks like the break calliper is higher on the spindel. The shock looks lower on the axle than other side all most like the Axel is twisted no rub marks or slipping of u bolt or up by the pumpkin. Will get better pic up later. Thanks for any in put.
