The 256 means 256 kilobit which basically equals to 25kilobytes. So anything above 25k a second is a bonus!
Most people think that internet connections are in bytes...but they are actually bits. This is why 56k modems go at 5k a second :)
Incidently, you will find that HTML and FTP downloads will usually max out at 25k or so, but if you use Kazzaa or any other filesharing tools it depends on the person who your recieving the file from - so is often slow.
